Additional safety checks when stopping sheepdog

sheepdog (0.4.0-0+tek2b-12) testing; urgency=high

  * Modify start/stop script
    - stop function: can we speak to the cluster? no, do nothing
    - stop function: IO halted? yes, do nothing
    - stop function: node in recovery? yes, do nothing
    - stop function: only one maschine remains in cluster? shutdown cluster
    - stop function: else kill all nodes on this machine
    - minor cleanups

Update note from < 0.4.0-0+tek2b-11
   - /etc/default/sheepdog new style/syntax - must be modified manually
   - Configuration of sheep daemon is now in the file setup in the sheepdog directory
   - Put setup files in directory /etc/sheepdog and use sym links, example
     + Config file : /etc/sheepdog/disc0.setup
     + Sym Link : /var/lib/sheepdog/disc0/setup -> /etc/sheepdog/disc0.setup
