Before manual recovery finished, newly added nodes didn't belong to
the cluster, if cluster restart everything
will be OK just, we just need to start manual recovery again if we need it.
And I think if this is important for us, we can solve it later. Let's
implement the correct version before we can deal with all corner
cases.
