[sheepdog-users] sheep doesn't join the cluster on reboot

Last test I've done:
- added the 4th node and waited the recovery
  (so the cluster is running with 4 nodes)
- collie cluster shutdown
- reboot of all nodes (same time)
  sheep started form rc.local
