[sheepdog-users] Warn before 'vdi check' if recover is disabled

dog cluster recover disable

When recover is disable I can kill a node or unplug a disk without
triggering a recovery.

When the cluster is in such state, I consider running 'vdi check' to be a
mistake:
it's obviously going to fix missing replica and have the effect of a
recovery.

May it be a good idea to add a warning message before starting vdi check if
the cluster recover is disabled?
