[sheepdog-users] [sheepdog] Add force option to dog cluster format

Hi all, could you please add the option (-f --force) to dog cluster format
so that it doesn't ask confirm about formatting a non empty cluster?

Rational: this is useful for testing scripts that require to format the
cluster.
