Sorry for the late reply.
First, please check /proc/<PID>/limits whether ulimit -SHn is applied
properly. Here <PID> is your sheep process's. If you have two sheep PIDs,
give the smaller one. (The larger one is logger process's.)
In addition, you should set fs.nr_open larger than or equal to ulimit -SHn.
>From the vevrsion 1.0, a sheep process sets its RLIMIT_NOFILE as 6144000
during starting if a privileged user such as root kicks the process.
So the problem would be solved.
By the way, "Sheepdog 0.8.4" means 0.8.3 or 0.7.4? I think we don't have
the version 0.8.4.
