It seems that Sheepdog is running correctly.

Did you run 'collie cluster info' on the node 172.16.0.12?  Can you
try it on 172.16.0.11, too?  And what is the output of 'collie vdi list'?

I guess you Sheepdog will work if you stop both sheeps and restart the
sheep only on 172.16.0.12.
