[sheepdog] make RPM fails

I am trying to do a make rpm and am getting a failure rbtree.c:23:20:
fatal error: rbtree.h: No such file or directory

If I just do a make install everything seems to work but make rpm does not.

Any hints on how to fix this? I am using the source checked out from
github this morning.
