[sheepdog] Add test/048 for some untested collie commands

Patch 1 fixes a bug of 'collie vdi track'

And currently local driver can't pass 048 because it doesn't handle 
'cluster_cleave()' as others do(local driver will notify a duplicate leave
message). 048 passes with driver corosync.
