Its considered invalid. But I am too thinking of this constraint is too
strict. I actually plan drafting patch to kill these odds internally and
don't annoy users about this nonrecoverable case.  An ideal picture is
that we only fail initialization when we can provide more than one means
to end users to choose from, otherwise, handle it myself.

Either way, this is out of scope of this patch set.
