Yes, but the target still cannot override it: if an initiator doesn't
explicitly propose MaxBurstLength the target must either use the default
value from the spec or  explicitly propose another one. The initiator
could then agree on that value.

I have no idea if there are implementations that go to this level of
complexity (any input welcome!). Though I don't have any data to back
that up, my guess would be that initiator implementations will then just
reply with the default value anyway.

To conclude: if the initiator doesn't offer / accept a good
MaxBurstLength value we have to obey and use that for RDMA reads.
