[stgt] tgt-admin and a -C, --control-port argument

I'm still not sure what he is asking but the above is fine by me.
When we discussed 'portal' option, I think that we agreed the above
option.

The reason why we can specify only one set of an address and a port is
that I was lazy and nobody has asked for extending the portal option
for multiple addresses.
