[stgt] delete target forcibly with tgtadm command

Hi, 

I created a patch that provides force target deletion function with 
tgtadm command. I know there is a similar function with "--mode conn" 
but this function is easy to use for target deletion.

# usage
/usr/sbin/tgtadm --lld iscsi --op deletef --mode target --tid 1

I confused how to implement this with "deletef" operation or "--force" 
option. But all options seemed to have relevant values so I chose 
"deletef" operation.

Please advise and give me comments on this topic.
