[stgt] targets.conf discovery auth

tgtadm supports mutual auth for discovery but targets.conf lacks a way
to configure it.

Existing auth options are "incominguser" and "outgoinguser", followed by
name and password. How about "incomingdiscoveryuser" and
"outgoingdiscoveryuser" to configure discovery auth, defined at the top
level of the config file?
