tested with CentOS 6.4

yum install rpm-build pkgconfig libibverbs-devel librdmacm-devel
  libxslt docbook-style-xsl libaio-devel lsof sg3_utils

cd /tmp
w3m https://github.com/fujita/tgt/archive/v1.0.38.tar.gz

tar xzvf tgt-1.0.38.tar.gz
cd tgt-1.0.38/scripts

sudo -e rpm-build.sh

replace line 13 until 30 with:

release=1.0.38
version=1.0.38

(line 31= echo building...)

save and quit, then execute build-script:
./build-rpm.sh
