[stgt] [PATCH] Add iSCSI NOP-IN support

Please find attached a patch that adds iSCSI NOP-IN support to TGTD.
There has been some discussions on the list from end-users that have issues with long lived
connections when initiators are suddenly turned down.
Adding support to send NOP-IN and to automatically tear down such orphaned connections would
help for those use-cases.
