with cygwin you can use mutt:
example:
/usr/bin/mutt \
-s "$SUBJECT" \
-a "$FILE" \
-b "$BCC" \
"$ADR" < /dev/null

without cygwin you can use postie.exe
a free commandline email client http://helpdesk.kixtart.org/KixUtilsMisc.asp
