adds entry in settings file of already manually installed packages


After more testing I've discovered my previous 'fix' breaks one useful
feature.. If you add a wpkg package of an already manually installed package,
wpkg will check and see it's installed and bypass the installation but with my
'fix' it won't get added to wpkg.xml. This patch should take care of that.
