I don't know yet, I haven't figured out how/when the service is supposed to fire
up and start installing apps. But yeah, it appears to be installed ok and the
service is running.

It should be included in Windows XP OS; if its installed on Windows 2000 but the
version you're including is more recent, and Windows 2000's WFP prevents it
being updated, does WPKG Installer rely on a particular version of it? and
should it perhaps instead be copied into the WPKG Installer program directory?
this isn't something I know much about.
