Works fine on Windows 2000 SP4 here.

Can you do the following:

1. Start Event Log viewer; clear all log entries
2. start cmd.exe
3. net start "WPKG service"

And copy *all* Event Log entries that appeared?

Please paste also settings.xml file exported from WPKG Client.
