What do you mean by a "flag file"?

Yeah, but it's not that easy.
Currently, the service needs to run if you are:
1) logging in remotely
2) have "logon delay" set
If you stop WPKG service, and try to logon remotely, you will be
welcomed by "please wait, WPKG is installing applications...".
Of course, a better way would be to do it so that the service is not
needed - if you feel you can do it, you're welcome of course.

It will be pushed to swap as soon as the system decides it's not doing
anything - so it's not a burden.
