This will be solved by the upcoming version of WPKG. In case a package is not
within the local wpkg.xml file but package checks evaluate true (installed),
then its dependencies are verified and it is added to local wpkg.xml.

So even in case the local wpkg.xml is empty it will be re-built at next run
without re-installing all packages.

I am not closing this yet since somebody might first confirm that the new
release is working as expected. See Bug 79 for a snapshot.
