[wpkg-users] Installation before Login - Icons & Shortcuts are missing

Probably, you need a similar switch as ALLUSERS=1 to these other 
installers (other executables).
Sometimes, if you right click on an executable (like setup.exe), it will 
show you the installer used to build it in the properties.
