Change notes, summarizes the changes.

As there were quite lots of changes done I started an independent change notes
document. The goal is to describe modifications, new functions and parameters
(by excluding all the annoying "fixed" notes for intermediate releases). It can
probably be re-used on the wiki page as soon as the release is done.

I will take care of the bugs later on.
