As reported by Vladimir Psenicka. Tomasz added some additional remarks.

WPKG seems to fail to check for registry data equality. For example the
following check will fail (reported by Vladimir):

path="HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\11.0\Common\LanguageResources\SKULanguage"
value="1029" />

Tomasz reported that all checks in the following format will fail too:

<check type="registry" condition="equals"
path="HKLM\SYSTEM\CurrentControlSet\Control\Terminal Server\fDenyTSConnections"
value="0" />
