We're talking about two different things and it makes a difference if /b
is used or not:
prompt> echo exit /b 1 > 1.bat
prompt> cmd /c 1.bat
prompt> echo %errorlevel%
0
prompt> echo exit 2 > 2.bat
prompt> cmd /c 2.bat
prompt> echo %errorlevel%
2
