No, it is not normal - it should stop showing delay messages as soon as all
actions are executed (execute before, wpkg.js, execute after).

You may have a package which didn't install properly or which hangs during
installation.



If you add /debug flag, enable GUI and disable logon delay - do you see any
WPKG / cmd windows?
