This bug occurs when WPKG is synced with a profile that is later deleted. For
example, my hosts.xml contains a single "host" with several profiles (and each
profile contains several packages).
I decided one of the profiles was unnecessary, so I deleted it from
profiles.xml AND removed the reference from hosts.xml. The clients still
remember the profile, however. And then cscript throws this error (using the
WPKG service) which can be seen in the Windows Event Viewer:

And a few lines later in the event log:

When this happens, wpkg fails to process any newly updated packages.
Deleting C:\windows\system32\wpkg.xml (or removing the offending profile &
package lines) is a simple work-around.
