According to http://wpkg.org/MSI:_Windows_Installer - error 1639 stands 
for "Invalid command line argument. Consult the Windows Installer SDK 
for detailed command line help."

Did you try adding quotes (") to the whole transforms file path?

It contains spaces, it may confuse msiexec.
