Yeah, it will be fixed (wrongly categorized as error).

No, the network should be enabled if the service is still running.

The error must lie somewhere else.

You may put it as a package for wpkg.js (wpkg_settings.xml?), or better 
yet, figure out why it doesn't work ;)
