Add a pre-task to WPKG Client to check for this file, and if it's not there,
exit with a non-zero exit code.


Or better yet, when doing an Unattended installation, install WPKG Client as
the very last thing.

If you have any other things which you want to install with WPKG during the
Unattended part, execute them simply with:

  cscript \\path\to\wpkg.js /synchronize /debug
