This will force the package to be re-installed ALWAYS - no matter if 
that version (or any other) is already installed. This is not 
recommended. I use it only for one single package - the WPKG XML backup 
to copy the local wpkg.xml to a network share. This package does not 
define any checks and defines execute="always" - so it is run on every 
synchronization.
