Make sure you can connect to 172.16.0.x, i.e., use VPN?

But you didn't specify any details and didn't describe what you're 
trying to achieve.

Yes, normal networking and routing rules apply to WPKG, there is no 
magic here, if it can't connect, it won't work, as other things which 
use network.
