Probably there is something wrongly documented or something missing. I don't have an Active Directory installation available here to test. I never did such a deployment yet. But I currently think the bug is not in wpkg.js as selected in the bug report because it seems to be related to active directory and/or the documentation as it seems to fail to execute wpkg-start.cmd (which in turn should run wpkg.js. So somebody with AD experience and a testbed might help to sort out the issue. Your problem might be related to insufficient rights (even if I would expect some access denied error instead of file not found error).
