In Wpkg 1.1.0-M6 release after changing 20016 to 3.0.1, Wpkg does "downgrading to ...". So with Wpkg 1.1.0-M6 you could use the same package, but you have to put the install commands for version 3 additionally into <downgrade> cmd, which would work then.
