No. This would mean e.g.

<package id="mypackage" name="MySoftware" > - existing package, change
check/upgrade/remove lines

<package id="mypackage2" name="MySoftware" > - new package, first test,
then release

Of course you could name it  "MySoftware2" or whatever you want, this is
better for log file readability / debugging.
