[wpkg-users] wpkg.xml is empty

Dear

I started to explore wpkg yesterday.
Installation works fine but the local database file is not updated
after installation:
the file exists at c:\windows\system32\wpkg.xml
the file contents is limited to a self-closing wpkg tag:
<wpkg />

Any suggestions?

local user is system
when the file is deleted it is recreated on next run but stays 'empty'
running on windows xp sp 3
