I don't even think it's down to the registry - XP knows the driver isn't signed and it has to install it the first time a device is plugged into that exact computer.  The only way around it will probably be via a GPO setting to allow all users to install un-signed device drivers which I think is possible to do but highly dubious as they can then install ANY device they wish without the network admin staff knowing about it which could lead to stability issues.
