You can set up WPKG client to syncronize at startup or at shutdown, if you are using version 1.3.6 and later of the client.

I am currently using version 1.3.8 with great success to install at shutdown, but over LAN only.

What you could do using CITRIX, is to copy the install packages to the local drive, if you are mounting the client drives through CITRIX.
On shutdown you can use the local repository for installation.
