No such luck with either suggestion:

1) Disable Flow Control on NIC
2) Add Terminal Services dependency to WPKG service

After making the change and rebooting the system, packages still have not been
updated, the error message still appears in the Event Log.

I'm making these changes remotely, using VNC.  When changing the Flow Control
option in the Device Manager, my VNC session is terminated.  Setting Terminal
Services to Automatic startup and as a dependency of WPKG hasn't had any
noticeable effect.
