If you disable the service (i.e., set it to manual), software 
installation will not be made.
To get rid of the logon delay window, just disable it by running 
wpkginst.exe and disable logon delay (set timeout to 0).

It will be fixed properly in a next version (that is, it will be enough 
to just disable the service).
