Then you found a bug in Active Directory! Did you report it to Microsoft's
bugzilla?


Seriously, you need to add settingsfile path, i.e.:

SETTINGSFILE="%SOFTWARE%\WPKG\settings.xml"

to the MSI installation - did you do it?
