This is absolutely OK for WPKG (unless you discover an unexpected bug
;-)). WPKG should execute the upgrade commands (none in this case) and
then use the checks defined to verify if the package is installed. Since
nothing changed the checks will still be "true" and therefore WPKG
regards the upgrade to be successful.

So go on and deploy your updated package.
