HKCU may not be loaded as a registry hive until a user is logged in. The WPKG
serivice runs as the system user before any accounts are logged on. According
to some websites like msfn.org, HKCU is loaded as "Default User's" registry
hive before any users are logged on.

For reference, this has NOT been my experience; it seems more likely that HKCU
simply just does not exist at that time in the Windows start up process.

However, this does not explain the description given in comment 0.
