WPKG 1.1.1-RC4 does recognize changing the package revision from "099" to
"0.9.9", which is as expected ;-)

WPKG 1.1.1-RC2 did not recognize this as a change, so the package on the client
did not get updated to reflect the change to use dotted revision numbers.
