You have some wrong check/package.
On XP and later, WPKG Client should prevent the workstation from
rebooting in a loop, by allowing only 5 reboots (here, reboot is
initiated by WPKG Client).
On 2000, there is no such possibility - JScript is allowed to reboot the
workstation before WPKG Client is able to do anything.

The installation dialog displayed by WPKG Client is always displayed, if
you use logon delay.
If nothing is installed, only for a brief time, as WPKG checks if there
are any things to be installed - which can take a few seconds time as well.
