You might either put your packages to your WPKG installation path into
packages.xml or put package definitions into XML files stored in
packages/ sub-folder.

WPKG automatically reads all *.xml files from the packages/ folder and
reads its contents.

I suggest to use either one or the other solution. Mixing them can be
dangerous because you might easily define a package definition in two
locations where one of them will take precedence.

The same applies for profiles and hosts as well.
