When using Wpkg client, could you please temporarily insert "cmd.exe" in "execute before" on local machine using %programfiles%\wpkg\wpkginst.exe and restart the service (or whole machine). So, you get a command prompt, before wpkg is really executed. At this prompt, you can start regedit and have a look at HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall if it is readable. If not, the user you installed the wpkg service under, has not enough rights. Don't forget to reset the "execute before" action when ready to the original value. If you use the "old" Wpkg service using wpkg-start.bat, you can of course stop the service, change wpkg-start.bat temporarily, and start wpkg service again.
