Hi,

First of all, I fixed this for myself, but where do I summit?

We're using Execution mode at startup with logon delay and offline mode.
This did work rather fine, until recently when the laptops got an Host
intrusion system (HIPS) installed. The problem with this HIPS is, that it
blocks network connections until that service is up and running, which may last
on some older machines up to 2 minutes!

So the logon delay of 10s is way to short...

But next, after increasing this delay, I realized that there is a bug in the
procedure considering this delay... Either the network is immediately detected
-> online, or not -> offline. If the network comes up after 30s (delay at 180s)
it won't be considered. Actually it even doesn't wait for these 180s, rather
some 3-4s...

Making the wpkg service dependant on the HIPS service is no solution as first
not all of the machines do have that service, and second, if the service would
be stopped/removed for which ever reason, wpkg would never start, thus the
logon delay would be for ever :-(
