No, it sets the maximum time WPKG (wpkg.js) will wait for the command to 
execute. If command executes longer than that, WPKG (wpkg.js) will not 
wait anymore and move farther.
By default, the timeout is 3600 seconds, which is an hour; you can 
decrease and increase this value per command.
It is to prevent "runaway" commands.
